Sky Tate is the son of a former Red Ranger who gave his life in the battle against an evil being named "Mirloc". Training hard and following SPD regulations, Sky's dream was to become the next Red Ranger. As part of B-Squad, the back-up group to the SPD Power Rangers A-Squad, Sky felt his chance, and those of his teammates, would come soon enough to hold the power and save the world. Cocky and arrogant, he believed himself ready to take the mantle of Red Ranger after the A-Squad Rangers went missing. Much to his dismay, after morphing for the first time, Sky was the Blue Ranger, as the Commander Doggie Kruger felt that Sky was not ready to take on the responsibility, nor the mental fortitude that it takes, to be the Red Ranger.
Sky would have an on-going rivalry with Jack Landors, the SPD Red Ranger, as he felt that Jack (who played the role of 'Robin Hood', stealing from the wealthy to give to the less fortunate) was a lowly street criminal and not worthy of being a Power Ranger, let alone a Red Ranger. Over time Sky learned to accept Jack as the team's leader, and the two seemed to form a close bond, especially when Jack gave Sky his Red Ranger morpher to bring in "Mirloc" in memory of his deceased father.
At the end of the series, Jack the Red Ranger leaves S.P.D., leaving the Red Ranger position open. Sky had grown over the course of their battles, learning humility and how to trust his team. He was promoted to Red Ranger, and became leader of the Power Rangers Space Patrol Delta.
In a future team-up episode in Power Rangers Operation Overdrive, the Green Ranger of S.P.D., Bridge, informs the current Rangers that Doggie Kruger was promoted, which led to Sky being promoted to overall Commander of S.P.D. on Earth.
The Disney seasons of Power Rangers liked to include "special unmorphed abilities" for the Rangers, making them look and feel more like super-heroes than just calling out a phrase and wearing spandex. Sky Tate had an ability to create forcefields, which he used periodically throughout the series.
The actor who played "Sky Tate" is Chris Violette. Born in Mississauga, Ontario (Canada), Chris has lived there more or less all of his life. After graduating with a business diploma, Chris took some time exploring Europe only to decide to get in to the entertainment business, starting with modeling.
After being featured in such works as Queer as Folk, My Brother's Keeper, and Degrassi, Chris landed his role in Power Rangers S.P.D.. Since then, Chris has also been featured in such works as American Pie Presents: Beta House, Flashpoint, and Nikita.

I agree with this. He's a pretty awesome ranger and had a good character arc and did something I'm honestly surprised more PR series haven't done by having the "second in command" aspire to be red.

I'd have to see who else, but not a horrible pick. Though I think Bridge was the better Ranger overall on the team.

Really he was the only good part of SPD. Bridge was fun sure, but he was still out of place. Sky had the best character arc, the best characterisation, the best stories focused around him and a great dynamic with Jack. He's one of my all time favourite Rangers, it's just a damn shame that the writers weren't more consistent in what they wanted to do with him.

Definitely the strongest of the "serious" Rangers from SPD (because let's face it, Bridge is awesome), and one of the most memorable Blue Rangers in a long time. A good pick, I think.
About the only thing I never warmed to with the character is his name. "Sky" never did it for me, personally.
