Though its still a while yet before you can get your hands on these two, the Bandai Tamashii webstore has updated with new galleries for the SH Figuarts Groundain and Skydain – stars of the Kamen Rider Fourze: Space, Here We Come! movie. The two are also updated versions of characters of the same name that originally appeared in the 1976 series Space Ironman Kyodain.
Both are Tamashii Web Exclusives and due for release in March 2013. Groundain is priced 4410 yen, while Skydain is 4200 yen.

So what is the back story on these guys? They look more like MegaMan villains than Kamen Rider ones.

They're the protagonists from a 70s toku series called Space Ironmen Kyodain (although they were called Skyzel and Grounzel there) which have been brought back since that's what Kamen Rider movies are into doing at the moment. Why they're now apparently villains I have no idea because I don't know the plot of the film.
Oh, and Skydain is now female for whatever reason.
