No. She's in it. Since there's time travel involved, some members of both teams get sent to Edo Japan. Toei has another excuse to use the Edo set again
They leave a letter with the head of the Shiba clan to deliver to the Gobusters command center in the future.
I'll take any excuse for Kaoru to get screen time.
